Health bill in commission: Regulation is coming to private health institutions

The TBMM Health, Family, Labor and Social Affairs Committee convened under the chairmanship of AK Party Ankara Deputy Vedat Bilgin to discuss the bill that includes regulations regarding the field of health.

Speaking at the opening of the commission, Bilgin said, "Dear friends, today there are important issues in our bill that will regulate health; our friends will briefly present it, but we want to focus on this. Among the regulations to be made, there is an unfair practice that leads to a kind of unfair gain, allowing imported drugs to be sold abroad again through legitimate means. There are regulations aimed at eliminating it. There are regulations regarding private health institutions. There is a regulation that includes a notification obligation for tracking systems.

There are comprehensive regulations regarding the health information system. With these regulations, there are very comprehensive regulations regarding health workers and health procedures that are planned to be registered within the system. There is a preparation regarding the regulation regarding the determination of the rules for the use of medical cannabis. There are regulations regarding the disciplinary regime of contracted health managers. We have a health system that operates in a way that covers 100 percent of our population. Managing this change in infrastructure, establishing the rules that will manage it, setting forth the scope and normative provisions, ensuring that this work is managed healthily by the health system and making it possible are important. "HEALTH TRANSFORMATION PROGRAM"

Commission Chairman Bilgin gave the floor to AK Party Bayburt Deputy Orhan Ateş, who was the first signatory to the proposal. Ateş stated that the AK Party, which came to power in 2002, initiated a series of reforms that radically changed the health system in Türkiye and made it citizen-focused, and said, "In this context, one of the most important steps was the Health Transformation Program. Thanks to this program, access to health services has become easier, service quality has increased and citizen satisfaction has increased significantly.

First of all, a single roof system was introduced for hospitals, and the distinction between SSK, state and university hospitals was abolished, and all citizens were provided equal access to a single system. Thus, the foundations of equality and justice in health were laid. With the family medicine system, citizens were provided easier and more continuous access to primary health care. Today, millions of citizens all over Türkiye take their first steps regarding their health problems with family medicine. The physical infrastructure has been largely renewed with city hospitals and modern health facilities, and diagnosis and treatment capacity has been increased with technological investments. The number of ambulances, which was 618 in 2002, has exceeded 6 thousand today, and the 112 emergency health system has been expanded, providing rapid intervention to all citizens, including in rural areas. The green card system was expanded, and later, all citizens were provided with health insurance with general health insurance. Thus, there are almost no citizens in Türkiye who cannot access health services. In addition, the difficulties experienced in obtaining medicines have been ended, the number of pharmacies has been increased, and convenience has been provided to citizens, especially in chronic disease medicines," he said.

CHP Bursa Deputy Kayıhan Pala took the floor regarding the proposal. Pala, who stated that they were here today with an important bill regarding amendments to some laws, said, "There are articles in the bill that we find positive, we also look favorably on such a regulation to meet the need, there are articles that we do not find appropriate, we will express these separately while the articles are being discussed. Before I make a general speech, I had also mentioned to our esteemed Commission Chairman and the first signatories the need to make a regulation, an additional regulation the other day. As follows; 'While the disciplinary provisions that we see here are made for some professional organizations, since Article 39 of Law No. 6023 of the Turkish Medical Association has been annulled by the Constitutional Court, it would be appropriate to make a regulation at this time.' We have a proposal like this. This annulled article was regarding the ability of the honor boards affiliated to the Turkish Medical Association and the High Honor Board to use their discretionary power to give punishments ranging from warnings to temporary bans from the profession during the punishment processes.

COMMISSION DISCUSSIONS CONTINUE

The Constitutional Court, in a decision that we agree with, said that this could not be left to discretion and that a legal regulation had to be made and annulled this article. Now, after the annulment of this article, until a new legal regulation is made, files are waiting in all Medical Chamber Honor Boards and High Honor Board, and no punishment process can be carried out," he said.
