Modern management of medical resources in Poland

In response to the challenges of the COVID-19 pandemic and other potential health threats, Poland is implementing advanced medical resource registration systems. The Central Register of Population and Civil Defense Resources (CEZOLiOC) and the Healthcare Resource Registration System (SEZOZ) are the foundation of modern crisis management in the health sector.

CEZOLiOC, established by the regulation of the Minister of Internal Affairs and Administration of April 14, 2025, aims to centralize information on resources necessary to protect the population in crisis situations. This system collects data on rescue equipment, personal protective equipment, medical infrastructure and other resources key to ensuring the safety of citizens .

CEZOLiOC cooperates with other IT systems, including SEZOZ, which enables data integration and effective planning of rescue operations. The system also provides mechanisms for monitoring the status of resources, generating reports and analyses, which is necessary for effective crisis management.

SEZOZ, run by the Ministry of Health, focuses on collecting and managing information on healthcare resources, such as medical devices, personal protective equipment, and medical infrastructure . This system provides access to integrated and reliable data, which is crucial for planning and implementing healthcare services in emergency situations.

SEZOZ also supports decision-making processes in the area of ​​resource allocation, enabling rapid response to changing health needs of society. This system is an integral part of the e-health strategy in Poland, supporting the digitalization and modernization of the healthcare sector.

The cooperation between CEZOLiOC and SEZOZ enables comprehensive resource management in crisis situations. The integration of these systems allows for quick identification of available resources, their effective allocation and monitoring of their use in real time.

This enables effective response to various threats, from pandemics to natural disasters, ensuring appropriate medical care and protection of the population. These systems are also a tool supporting strategic planning and decision-making at national and regional levels.

The introduction of CEZOLiOC and SEZOZ is a milestone towards a modern and integrated medical resources management system in Poland. These systems not only increase the effectiveness of rescue operations, but also contribute to improving the quality of health care and the safety of citizens.

Further improvements are planned for the future, including the development of analytical functionalities, integration with other IT systems and expansion of the scope of collected data. The goal is to create a flexible and responsive system, capable of effectively responding to all health and crisis challenges.

​The Regulation of the Minister of Internal Affairs and Administration of 14 April 2025 on the Central Register of Population Protection and Civil Defense Resources will enter into force on 1 May 2025.
