#1 Vladimir Putin signed the law "On Certain Issues of Regulating the Platform Economy in the Russian Federation". The document, developed by the Ministry of Economic Development since 2024, forms the legal basis for digital platform operators and their partners, and creates the basis for regulating relations between them and buyers. The version of the regulation adopted by the State Duma in the first reading provides for its entry into force on March 1, 2027 - Prime Minister Mikhail Mishustin called this period "sufficient time" to prepare the industry for innovations. However, in the approved version, the date was postponed to October 1, 2026. The law stipulates the obligation of marketplace operators to record information on the possibility of purchasing products using an electronic certificate in product cards. According to Russian legislation, such a document provides for the option of purchasing technical rehabilitation equipment, as well as prescription drugs.

#2 The Russian Ministry of Health has placed 11 tenders for a total of 6 billion rubles for the development of EGISZ subsystems. Thus, the regulator is going to spend 1.5 billion rubles on the development of a subsystem for maintaining drug registries, 1.1 billion rubles on the creation of a "Patient Flow Management Service" for generating 057/u-04 referrals to federal and other clinics, about 800 million rubles on the development of registries of medical workers and organizations, and about 700 million rubles on the introduction of a register of people with certain diseases in 2026. A little more than 500 million rubles is the estimated cost of the contract for the formation of the GIS "Digital Twin of Processes" component. Other smaller tenders are mainly aimed at improving document flow and statistical monitoring in the EGISZ. The results of thematic purchases are planned to be summarized at the end of August.

Regulators

Vladimir Putin signed a law introducing a temporary ban on issuing licenses for the production, storage and supply of ethyl alcohol, including pharmaceutical substances. The restrictive requirements of the amendment are intended to prevent illegal turnover of alcohol when launching new production facilities. The moratorium will last until April 1, 2027. All applications submitted during this period will be returned without consideration.

The Russian government and the public movement "People's Front" must work out the possibility of registering patients for an appointment with a doctor within a month by November 1 - now registration is open only for two weeks in advance. This order was given by President Vladimir Putin. The initiative is aimed at developing the institution of general practitioners, increasing the availability of primary health care, including in villages and small towns. By this date, it is necessary to submit proposals for the introduction of a mechanism for the broad involvement of citizens and local government bodies in the implementation of national projects, including for participation in health-preservation events, disease prevention and medical examination of the population.

In the first quarter of 2026, Argumentum Pharma, a resident of the Dubna SEZ in the Moscow Region, will launch the production of drugs for stabilizing blood pressure during surgical interventions, for the treatment of arterial hypertension, tachycardia, myocardial infarction, as well as drugs from the list of vital and essential drugs. The volume of investments in the project is 1.8 billion rubles, and the enterprise will create 100 jobs. The pharmaceutical company became a participant in the SEZ in July 2021.

Clinical guidelines

The Russian Ministry of Health has approved updated clinical guidelines for treating influenza in children. The document was developed by the International Public Organization "Euro-Asian Society for Infectious Diseases" and the V.I. Pokrovsky National Association of Infectious Disease Specialists. The regulations replaced the previous version of the CR from 2017. Among other things, the document includes the ability to establish a final diagnosis during periods of epidemic increases in influenza cases based on both laboratory confirmation and clinical and epidemiological data. Previously, the disease could only be diagnosed based on clinical and epidemiological data.
