PLN 10,711 from July 1. After 2 years, an increase to PLN 11,685

• According to the draft regulation of the Ministry of Health, doctors and dentists undergoing specialization as part of residency in priority areas will receive PLN 10,711 per month, and after two years of employment in this mode PLN 11,685.
• There are 23 priority areas planned
• In other fields, doctors and dentists can count on a basic salary of PLN 9,737 per month, and after two years of employment in this mode - PLN 10,030 per month.
• However, doctors who were qualified to specialise in orthodontics before 1 July 2020 retain the right to remuneration provided for the priority field.
• The provisions of the regulation will enter into force on 1 July 2025.

A draft regulation of the Minister of Health on the amount of the basic monthly salary of doctors and dentists undergoing specialization training as part of residency has been published on the RCL website.

Content of the regulation:

§ 1. The amount of the basic monthly salary of a physician and dentist pursuing a given specialization as part of residency in the following fields:

1. anesthesiology and intensive care,
2. pediatric surgery,
3. general surgery,
4. oncological surgery,
5. internal diseases,
6. infectious diseases,
7. geriatrics,
8. hematology,
9. pediatric cardiology,
10. palliative medicine,
11. emergency medicine,
12. family medicine,
13. neonatology,
14. neurology,
15. pediatric neurology,
16. pediatric oncology and hematology,
17. clinical oncology,
18. pathomorphology,
19. pediatrics,
20. psychiatry,
21. child and adolescent psychiatry,
22. oncological radiotherapy,
23. Pediatric dentistry

– in the first two years of employment in residency mode is PLN 10,711, after two years of employment in this mode – PLN 11,685 .

§ 2. The amount of the basic monthly salary of a physician and dentist pursuing a given specialization in fields of medicine other than those listed in § 1 within the framework of residency in the first two years of employment in residency mode is PLN 9,737 , after two years of employment in this mode – PLN 10,030 .

§ 3. Dentists who were qualified to undergo specialist training in the field of orthodontics in residency mode before 1 July 2020 retain the right to receive the basic salary referred to in art. 16j paragraph 2b point 1 and paragraph 5 of the Act of 5 December 1996 on the professions of physician and dentist, in the amount specified in § 1 for physicians undergoing specialist training in residency mode in a priority field, until the date of completion of this training in this mode.

§ 4. The Regulation of the Minister of Health of 24 June 2024 on the amount of the basic monthly salary of physicians and dentists undergoing specialization training as part of residency (Journal of Laws, item 957) shall cease to apply.

§ 5. The Regulation shall enter into force on 1 July 2025.

As we read in the justification for the project, the need to issue a new regulation results from the implementation of the provisions of the Act of 8 June 2017 on the method of determining the minimum basic salary of certain employees employed in healthcare entities.

According to the aforementioned act, in 2025 the lowest basic salary, which is the basis for determining the necessary increase, is the product of the work coefficient appropriate for a doctor or dentist without specialization (1.19) and the amount of the average salary in the national economy for 2024 (PLN 8,181.72). Therefore, in the current year, after rounding it up, it is PLN 9,737 - we read.

Therefore, the new basic salary levels for residents will be established by increasing the minimum salary of a physician specializing in residency in a standard field of medicine in the first two years of training pursuant to the provisions of the Act.

In order to maintain the actual differentiation of remuneration, depending on the year of specialisation and the presence of a given specialisation on the list of fields recognised as priority, it was assumed that additional multipliers would be used to determine the remaining remuneration:

• physicians and dentists specialising in the first two years of residency in a field of medicine not classified as a priority field – multiplier 1.0 ;
• physicians and dentists specialising after the second year of residency in a field of medicine not classified as a priority field – multiplier 1.03 ;
• physicians and dentists undergoing specialisation in the first two years of residency in a priority field of medicine – multiplier 1.1 ;
• physicians and dentists specializing after the second year of residency in a priority field of medicine – multiplier 1.2 .

However, due to changes in the list of priority fields of medicine, introduced in the regulation of 26 June 2020 on the amount of basic monthly remuneration of physicians and dentists undergoing specialization as part of residency, for physicians who were qualified to undergo specialization in the field of orthodontics before 1 July 2020, the right to remuneration established in the amount provided for physicians undergoing specialization training as part of residency in the priority field is maintained until the date of completion of this residency training - it was reported.

The provisions of the regulation will enter into force on 1 July 2025.
