It looks like an incantation ritual. One might also think that someone is expressing their outrage with the internationally common windshield wiper finger movement. In fact, it's a form of psychotherapy in which the finger—usually the index finger—is repeatedly moved slowly back and forth 30 to 40 centimeters in front of the other person's face. This is called EMDR, which stands for "Eye Movement Desensitization and Reprocessing." It roughly translates as "desensitization and processing through eye movements."
