The story began in 2006. At that time, investment contracts were concluded between the sanatorium and the Asset Management Center LLC for the construction of a nine-story residential building with an area of ​​4.9 thousand square meters and 86 apartments. According to the terms of the agreement, 22% of the area (19 apartments) were to go to the employees of the health resort, and the remaining 78% (67 apartments) to the Asset Management Center. However, as the Prosecutor General's Office states, Sergei Makarov, "acting contrary to the interests of the organization", first underestimated the sanatorium's share to 6%, and then to 2% - in exchange for compensation in the amount of 4.72 million rubles. As a result, the LLC became the sole developer, receiving the right to the entire facility.

The appraisal examination determined that at the time of termination of participation in the investment contract in 2010, the market value of the 22% share of the sanatorium was estimated at almost 70 million rubles, the price of the land plot was 10.7 million rubles, and the value of the entire facility was 308.8 million rubles. In 2022, the value of the share was already 142.5 million rubles, the plot - 38.8 million rubles, and the entire building - 647.8 million rubles. Now the value of the facility is estimated at 1.5 billion rubles.

After the building was put into operation, the owners of 26 apartments became employees of the North Caucasus MRSK, the Asset Management Center, heads of fuel and energy companies, other representatives of the business community, friends and relatives of the defendants, as explained by the Prosecutor General's Office.

In 2017, the decision to put the facility into operation at the request of the prosecutor's office was cancelled. At the moment, the 16th Arbitration Court of Appeal in Yessentuki is considering a case on the claim of the Asset Management Center to recognize the organization's ownership rights. The defendant is the administration of the resort city of Kislovodsk.

The Krasnye Kamni sanatorium was founded in 1938. The institution provides services for the organization of spa treatment, recreation and health improvement using natural, climatic and other therapeutic factors. The medical profile of the health resort is diseases of the circulatory system, nervous, musculoskeletal, genitourinary systems, respiratory and digestive organs, metabolic disorders.

Recently, sanatoriums have regularly become parties to legal proceedings in attempts to defend their territories. Thus, in September 2024, Deputy Prosecutor General of the Russian Federation Igor Tkachev filed a lawsuit in the Lazarevsky District Court of Sochi to seize more than 12 hectares of land of the former Yakornaya Shchel sanatorium and the Ogonyok children's camp in favor of the state and to annul the deal to transfer land plots to developers Arshak Abyanli and Artem Tamazov. The court seized the assets of the latter. The defendants also include Specialized Developer Yakornaya Shchel JSC, the Sochi administration and the Interregional Territorial Administration of the Federal Property Management Agency in Krasnodar Krai and the Republic of Adygea.

The case of the Yakornaya Shchel sanatorium continues the line of the Prosecutor General's Office of the Russian Federation on returning health resorts to state ownership. The sanatorium was on the list of objects, copies of registration files for which the supervisory authority requested back in the fall of 2022. The Sochi1.ru publication reported that the Prosecutor General's Office plans to study the legal documents on the real estate of the boarding houses Burgas, Orbita-1, Vodopadny, Yakornaya Shchel, the sanatoriums Izvestia, Yuzhnoye Vzmorye, Znanie, Belye Nochi, Druzhba, Magadan, Metallurg, Akter, Zarya, Zolotoy Kolos, Kavkaz, Svetlana, Zapolyarye, Ordzhonikidze and Frunze, the former Sputnik and Intourist, the Research Institute of Balneology and Physiotherapy and others.
