Clinics will transmit data on medical examinations of drivers to the Ministry of Internal Affairs

Changes are being made to the laws "On Road Safety" and "On Personal Data". The document was sent to the Federation Council for consideration. If finally approved, the amendments will come into force on March 1, 2027.

According to the draft law, data on driver illnesses obtained during the provision of medical care or mandatory periodic medical examinations will be submitted by clinics to the Federal Register of Documents on the Results of Medical Examinations (the register is uploaded to the Unified State Health Information System).

The driver will then be sent for a repeat medical examination - notification to the patient and law enforcement agencies is proposed to be sent through a single system of interdepartmental electronic interaction, which will be determined by the Ministry of Health and the Ministry of Internal Affairs. If the disease is confirmed, the previously issued medical report will be cancelled. The relevant information will also be posted in the EGISZ register and sent to the Ministry of Internal Affairs.

According to current legislation, the Ministry of Health and the Ministry of Internal Affairs cannot exchange information about the presence of diseases in drivers that prevent them from continuing to drive a vehicle if they were not discovered during a mandatory medical examination, which takes place once every 10 years. The changes should lead to increased road safety in Russia.

In mid-April 2025, the Russian Government approved an updated list of medical contraindications to driving. Thus, some diseases previously excluded from the International Classification of Diseases of the 10th revision were removed from the list. Among them are codes F26 and F27 from the block "Schizophrenia, schizotypal conditions and delusional disorders". The changes will come into force on September 1, 2025.
