No one abstained, no one opposed. At a meeting of the National Road Safety Council, attended by the Minister of Infrastructure and the Chairman of the National Road Safety Council, a resolution was voted on to introduce mandatory helmet use.
The decision was unanimously made to introduce the obligation for children and adolescents under 16 to wear a protective helmet while driving:
- by bike,
- electric scooter, or
- personal transport device.
The resolution obliges to commence legislative work.
"We're seeing the growing popularity of electric scooters, and with younger and younger riders, and the Ministry of Infrastructure is not indifferent to this. We strive to keep pace with technological developments, as the law should respond to changing realities. That's why we've decided to make helmet use mandatory until the age of 16, " announced Infrastructure Minister Dariusz Klimczak.
Currently, users of bicycles, electric bicycles and electric scooters are not obliged to wear protective helmets, but it is recommended for safety reasons .
Head injuries are common in collisions involving e-scooters, accounting for one-third of all injuries sustained by e-scooter users. Wearing a helmet while riding an e-scooter can reduce the risk of head injuries by up to 44%.
As Minister Klimczak emphasized, such solutions are already in force in many European Union countries , and the difference only concerns the age until which children must wear a helmet.
"We've reviewed these regulations and examined their impact on safety. In Poland, we need to develop our own, wise, and socially acceptable laws that will protect our children from the consequences of bicycle or e-scooter accidents," added Minister D. Klimczak.
" We want the regulations to come into force as soon as possible, so we will propose that this change be part of the pending amendment to the Road Traffic Act, by adding a provision that would establish an age limit for mandatory helmet wearing . We want this to apply to both electric scooter use and riding a bicycle or personal transport device," emphasized the Minister of Infrastructure.
The introduction of the obligation to wear helmets is part of a comprehensive approach to educating children about road safety, the Ministry of Infrastructure said.
